Charlie joined Rice Speir in June 2023, bringing significant experience in criminal and regulatory prosecutions, enforcement proceedings, and regulatory compliance.  She has acted for both public sector and private clients across a range of regulatory regimes, with expertise in matters arising under the Building Act 2004 and wider regulatory prosecutions.

Drawing on her background in Crown prosecutions and departmental prosecutions, Charlie regularly advises on investigations, enforcement action, prosecutions, and disciplinary proceedings.  She is experienced in managing complex regulatory matters from investigation through to hearing and has appeared in a variety of courts and tribunals.

Her practical and strategic approach enables clients to navigate regulatory risk with confidence while achieving effective and pragmatic outcomes.  Charlie represents a wide range of clients facing regulatory enforcement and disciplinary action, providing clear advice and strong advocacy throughout the process.  She is known for her disciplined, approachable, and people-focused style, and for building trusted relationships with clients during often challenging and high-stakes proceedings.

Charlie is passionate about local government and enjoys updating clients with the evolving trends in the Building Act and Resource Management practice areas.
